## Page summary

One controlled record for every tower, sample and exception.

NYC Building Water Compliance Desk

516Labs helps building owners, property managers and water-treatment teams coordinate recurring cooling-tower culture testing through qualified persons and ELAP-certified laboratories—then keeps dates, custody, results and corrective-action evidence tied to each system.

A recurring operating obligation

## The 31-day clock changed the workload.

NYC requires Legionella culture sampling within 3–14 days after startup and at least once every 31 days while a cooling tower is operating. Sampling dates, results and triggered corrective actions create a chain of responsibilities—not a one-time test order.

INVENTORY / 01
### System register

Building, tower system ID, operating period, owner contacts, qualified person, treatment provider, performing laboratory and program documents organized in one portfolio view.

CALENDAR / 02
### 31-day sampling calendar

Startup windows and recurring culture dates tracked by system, with accountable parties and escalation before a due date becomes an exception.

ROUTING / 03
### Qualified routing

Sampling is assigned to the qualified person or a sampler operating under that person’s guidance, with analysis routed only after relevant ELAP scope and service availability are confirmed.

CUSTODY / 04
### Sample and custody controls

Collection details, chain of custody, pickup, laboratory receipt and exceptions remain tied to the correct tower and event.

RESULTS / 05
### Result threshold workflow

Results are preserved with the original laboratory report and routed to the responsible qualified person, owner and treatment team for required interpretation and action.

EVIDENCE / 06
### Inspection-ready record

Sampling dates, reports, custody records, documented actions and open exceptions assembled by system instead of scattered across vendors and inboxes.

Operating boundaries

## Coordination without replacing the regulated parties.

The owner, qualified person, water-treatment team and performing laboratory retain their regulatory and professional responsibilities.

### 516Labs desk

- Portfolio and system intake
- Calendar and responsibility tracking
- Credential and service-scope confirmation
- Quote, dispatch and custody coordination
- Report collection and exception escalation

### Qualified parties

- Maintenance program and plan decisions
- Qualified-person supervision and portal duties
- Water treatment, disinfection and corrective actions
- Laboratory analysis and original reports
- Owner certifications and regulatory submissions 516Labs is not a qualified person, water-treatment operator, analytical laboratory or regulatory authority.

Program requirements change. Review the current [NYC Health cooling-tower inspection and sampling guidance](https://www.nyc.gov/site/doh/business/permits-and-licenses/cooling-towers-inspect.page). 516Labs confirms the applicable pathway and participating providers for each building before service is awarded.

Portfolio workflow

## Turn recurring dates into controlled events.

Start with the system inventory and the providers already in place. The desk can coordinate missing capacity without forcing replacement of a working incumbent.

### Import the portfolio

Provide buildings, tower IDs, operating periods, current qualified persons, treatment firms, laboratories and recent sample dates.

### Resolve gaps and ownership

Identify missing credentials, service areas, calendar dates, system records and escalation contacts before the next collection window.

### Coordinate each sampling event

Confirm the responsible sampler, laboratory route, custody documents, pickup and receipt for the correct tower.

### Close the evidence loop

Collect the original report, route results to responsible parties, log documented actions and keep unresolved exceptions visible.

Building water intake

## Start with the portfolio you already operate.

List the buildings or systems, last known sampling dates and current providers. The desk will identify what still needs confirmation.

- Cooling-tower systems and operating periods
- Current qualified person, treatment firm and laboratory
- Registration IDs and next due dates
- Open results, actions or documentation gaps

Natural portfolio extension

## Cooling towers first. Building water next.

After the recurring cooling-tower route is operating reliably, the same property record can support separate annual rooftop drinking-water tank inspections and bacteriological sampling, drinking-water investigations and other approved building-water programs.
